Dear CDWS members,
The CDWS would like to congratulate the members on the enactment of the Hotel and Tourist Establishments Act No. 8 of 2022. This comes as a collaborative effort from the Ministry of Tourism and Antiquities, the Egyptian Federation (ETF), and the chambers to overcome the obstacles that the investors are facing in the tourism sector and to create a working environment in order to facilitate licensing procedures and improve the level of business in Egypt. Thereby, enhancing Egypt's competitiveness to attract investments and keep abreast of all developments in Egypt's tourism industry.

We can learn about the most important articles of the law, as follows: 
1- Starting a ministerial committee under the chairmanship of the Prime Minister, the concerned ministers, and the relevant establishments, which aims to overcome the obstacles facing the tourism sector. 
2- Form a permanent tourism licensing committee under the chairmanship of the Minister for Tourism and all of the relevant authorities, to be responsible for undertaking many licensing-related activities, including determining the requirements for obtaining the licenses and other procedures. 
3- Limiting a certain duration for the licensing procedures so that the duration of the procedures is not prolonged.
4- Dedicating one outlet to collect the fees due to all licensing-related entities
5- To facilitate for those who are dealing with the Ministry in the field of hotel and tourist facilities licenses, there will be accreditation offices that will perform all procedures on behalf of the clients and customers. 
6- The law enables the Minister in charge or his or her delegate, and the relevant central administration, to issue decrees concerning the license special requirements to be made available to the licensee or the manager responsible for the management of the establishment in accordance with the nature and type of the facility and the activity authorized to conduct it.
7- Banning any public shops or buildings not subject to the provisions of the Public Shops Act or any other activity Prohibition of the taking of a name or operating as a "tourist facility”.  
8- The law enabled the President of the Council of Ministers, after taking certain measures, to declare one or more regions in a governorate of the Arab Republic of Egypt a tourist area subject to the provisions of this Law and its executive regulations.
9- The law prohibits the relevant authorities from conducting any periodic or sudden inspections of the establishments that are subject to this law only after coordination with the relevant ministry.
10- Anyone who manages an illegal entity shall be liable to pay a fine of not less than fifty thousand Egyptian pounds and not more than five hundred thousand Egyptian pounds. In the case of returning to operate an illegal entity, the penalty shall be imprisonment of not less than six months and not more than one year and twice the amount of the fine referred to or one of these penalties, as well as closing the establishment at the violator's expense.
